Kirby Hill RAMS

Kirby Hill RAMS [Residents Against Motorway Services] is an independent residents' group that aims to ensure there will be no motorway services at Kirby Hill. RAMS 'No Services Here' campaign has been highly successful over the last 30 years in preventing inappropriate and unnecessary MSA development at Kirby Hill. We have no funding - we rely on volunteers and on the support of the local community to keep fighting the plans of corporate giants and their teams of lawyers, planning consultants and professional experts. Together, we are strong.

Kirby Hill RAMS: 30 Years of Opposition

The Fight Continues in the High Court

October 2026 marks 30 years since plans for a motorway service area at Kirby Hill, near Boroughbridge, were first submitted. Now, following North Yorkshire Council's controversial decision to approve the scheme, local residents are taking their fight to the High Court.

Applegreen/Welcome Break's proposed Vale of York motorway services on the A1(M) are currently the subject of Judicial Review proceedings brought by Kirby Hill RAMS (Residents Against Motorway Services), which is challenging the lawfulness of North Yorkshire Council's decision in July 2026 to approve the controversial development.

For three decades, RAMS has maintained that Kirby Hill is an inappropriate location for motorway services. The group believes the development would cause substantial and irreversible harm to the rural landscape of the Vale of York, the local environment and other interests of acknowledged importance.

For more than 20 years, successive planning applications and appeals failed to secure permission for the scheme. Throughout its existence, the former Harrogate Borough Council consistently agreed with RAMS and opposed the development. However, following a Public Inquiry in 2021, outline planning permission was granted. In July 2026, the new North Yorkshire Council approved the detailed plans submitted by developer Welcome Break.

RAMS believes that decision was unlawful and is now challenging it through Judicial Review in the High Court. The case is currently progressing through the legal process, with RAMS seeking to have the Council's decision overturned.

The campaign has entered a new and important chapter. What began as a local community's opposition to an inappropriate development now raises wider questions about the lawfulness of council planning decisions and the protection of the environment.
